Step by step instructions for the proposal process, agreement process, and publication process for accessing the various HTML User Center facilities are provided below.

The Technology Transfer & Economic Development website provides additional information on accessing HTML and other user facilities at ORNL.

The Proposal Process

Proposals are reviewed the first Tuesday of each month.

  1. Download User Proposal Form.
  2. Complete form in collaboration with appropriate HTML staff.
  3. Submit form to htmluser@ornl.gov.
  4. The proposal will be logged in and a user agreement is requested if one is not in place.
  5. A confirming e-mail is sent to user(s) upon receipt of the proposal.
  6. User receives e-mail with comments/questions of HTML Review Committee.
  7. User resolves issues and responds via e-mail or fax.
  8. HTML Office e-mails Spokesperson Affirmation Statement for signature and return to HTML.
  9. Upon receipt of documents and satisfactory response, final approval e-mail is sent to user(s).
  10. User contacts staff to schedule instrument time.
  11. Staff verifies that administrative items (badge, agreement, paperwork) are in place.
  12. Access dates are entered into PAS system.
  13. Badge number and charge number is e-mailed to new user, along with instructions for Site Access Training (SAT).
  14. User arrives – goes through security checkpoint and is directed to Visitor Center to pick up badge.
  15. User receives orientation from HTML staff.
  16. User conducts research.

Agreement Process

  1. User agreement is requested by HTML Program Office.
  2. Technology Transfer Office sends package to the user organization.
  3. User organization signs and returns. Technology Transfer notifies HTML that agreement and Appendix A are executed.

Publication Process

  1. Papers should be published within six months of completion of research.
  2. Papers must be co-authored by HTML staff.
  3. Required credit lines must be included.
  4. Papers must go through ORNL review process (please consider when planning publication).
  5. Copy of final publication is submitted to HTML Program Office.
